Office of State Archaeology


This branch oversees the statewide survey of historic and prehistoric sites, including underwater archaeological surveys, and conducts fieldwork, technical assistance, and permitting to protect unmarked burials, historic shipwrecks and archaeological resources on state owned land. This agency is responsible for administering permits and contracts for archaeological excavations and research done by independent organizations. They oversee the current permit with Intersal. Steve Claggett, State Archaeologist, heads the division's Office of State Archaeology (OSA) He has been with the department for 19 years, and has been State Archaeologist since 1985. OSA incorporates the Underwater Archaeology Branch and the QAR Project Unit as elements of its statewide archaeology site inventory and protection, public archaeology and collections and records management programs. His role with the QAR Project includes budget, personnel and policy administration and planning. The State Archaeologist also issues permits and contracts for shipwreck studies like the QAR Project. He represents DCR and the Division of Archives and History on the QAR Advisory Committee, established through formal agreements with Intersal, Inc. and Maritime Research Institute. Claggett holds degrees in History (B.A., Centre College of Kentucky) and Anthropology (M.A., Wake Forest University) and is a Certified Public Manager.
